How is AI already transforming transaction monitoring in the financial sector?
Monitoring financial crime is what we do at Flagright, and the biggest shift we see is that AI is moving transaction monitoring from alert generation to decisioning with evidence. Older systems were good at firing alerts out but weak at resolving them. The new model is to attach investigation logic directly to the rule, let AI handle repeatable work such as identity comparison, context gathering, internal history checks and narrative drafting, and preserve a clear audit trail so humans can focus on ambiguous or genuinely high risk cases.
In our own work, that means configurable AI investigation agents tied to individual rules, controlled web research with sources logged into the case record, and replay or simulation on historical alerts before anything goes live. More broadly, the Financial Action Task Force (FATF) has said new technologies can make anti-money laundering (AML) and countering the financing of terrorism (CFT) faster, cheaper and more effective, including helping institutions identify and manage risk closer to real time. U.S. agencies have said they support banks updating Bank Secrecy Act and AML systems and models to adapt to evolving threats.
Research shows only 40% of organizations in the financial sector consider themselves ready to operationalize AI. What are the roadblocks holding financial firms back from fully embracing AI?
The gap is less about belief and more about operational readiness. Riverbed’s financial services survey found that only 40% of respondents considered themselves fully prepared to operationalize AI, 62% said initiatives were still in pilot or development, and just 12% had reached full deployment. The same survey found only 43% were fully confident in their data quality and just 33% rated their data as excellent, even though 92% said improving data quality is critical to AI success. That is the real story. Firms are interested in AI, but many are still dealing with fragmented data, weak observability and deployment friction.
In compliance specifically, the blockers are even more practical. Teams worry that AI will be in a black box, meaning they cannot always see exactly what the model checked, and they lack a safe way to test configuration changes on historical alerts before production. U.S. banking agencies have also singled out explainability, data usage and dynamic updating as core AI risk-management challenges. So the issue is not that firms do not want AI; it is that they do not want unverifiable AI inside a regulated workflow.
What does responsible use of AI in financial compliance look like?
Responsible use of financial compliance is not “AI first”, it is controls first. In practice, that means the model is bound to a clear use case, the institution can explain what the system checked and why it made a recommendation, the data feeding it is governed, the logic is tested before deployment, and the output is monitored after deployment. The National Institute of Standards and Technology’s AI Risk Management Framework describes trustworthy AI in terms such as validity and reliability, safety, accountability, transparency, explainability, privacy and managed bias, while the FCA says it wants safe and responsible AI adoption using existing outcome-focused rules rather than a separate AI rulebook.
In transaction monitoring, that translates into version controlled investigation logic, approval workflows, logged evidence, clear escalation thresholds, and a full record of what changed and why. It also means using AI to support analysts, not to hide judgment behind a black box. That is why the stronger implementations are the ones where AI is testable, reviewable, and easy to challenge.
What do U.S. regulators expect regarding how financial companies use AI in their transaction monitoring?
U.S. regulators are not necessarily asking firms to avoid AI, they are asking them to use it in a way that is risk-based, explainable and auditable.
The interagency BSA/AML statement says supervisors support efforts by banks to innovate and update systems and models, but it also makes clear that banks remain ultimately responsible for compliance, including when they use third party tools. In other words, firms need to understand how the model works, ensure it performs as expected and tailor it to their own risk profile.
The broader banking agency AI RFI highlights explainability, data usage and dynamic updating as specific risk-management challenges, and the FCA makes the same point from a different angle, whereby accountability stays with senior management, and safe adoption requires evidence, governance and outcome discipline. The message across regulators is fairly consistent – they care less about the label “AI” than about control design, testing, auditability and accountability.
How could breakthroughs enable secure intelligence sharing across banks, payment providers and jurisdictions in the future? What regulatory moves would be required to make this possible?
The breakthrough is unlikely to be one giant shared database. It is more likely to be privacy-preserving collaborative analytics combined with clearer legal permissions. FATF has said data pooling and collaborative analytics can help institutions better understand and mitigate illegal finance risk and prevent criminals from exploiting the fact that each institution sees only part of the picture. FATF has also pointed to privacy enhancing technologies as a promising way for firms to collaborate while protecting underlying sensitive data.
There are already useful precedents. In the U.S., Section 314(b) gives financial institutions a safe harbor to share information in order to identify and report possible money laundering or terrorist activity, and FinCEN has clarified that this can also support work around fraud or cybercrime, including attempted transactions. Singapore’s COSMIC is another important model. It allows participating institutions to securely share information on customers showing multiple red flags of potential financial crime. To make this work at scale, regulators need broader safe harbors, clearer cross border data sharing rules, common data schemas and more supervisory comfort with privacy-enhancing technologies so institutions can collaborate without turning information sharing into uncontrolled data leakage.
Why is fully automated AI compliance a misconception, and where does human oversight remain critical?
Fully automated AI compliance is a misconception because compliance is not just pattern recognition; it is judgment, governance and accountability. AI can handle a lot of repeatable work very well, such as triaging straightforward alerts, gathering missing context, comparing identities, checking prior dispositions and drafting narratives. But humans still need to set policy, approve model changes, review ambiguous or conflicting evidence, own high risk escalations and defend decisions to auditors and regulators. That is why the more realistic operating model is human-led, AI-assisted.
At Flagright, we build around conditional automation rather than total autonomy. Some rules can require analyst initiation, and some must escalate when the evidence is unclear. That is much closer to what regulators expect, because banks still have to understand third party models, verify that they behave as intended and keep accountability inside the institution.
