Roqad, Europe’s largest identity aggregator and data onboarding partner, has acquired Zeotap-Data, Zeotap’s third-party audience business, for an undisclosed sum. The move combines Roqad’s identity graphs and onboarding expertise with Zeotap-Data’s scale and trading platform integrations, enabling advertisers to expand privacy-safe, personalized targeting.
Scaling Privacy-Compliant Targeting
The merger allows brands and adtech vendors to enrich first-party data with Zeotap-Data’s third-party segments and activate IDs across major platforms including Amazon DSP, The Trade Desk, and Adform. Amazon DSP access is exclusive through Zeotap-Data, giving clients unique reach and precision in Europe. Initial markets include the UK, Germany, Spain, Italy, and France, with expansion to US and APAC expected in Q3 2025.
Roqad’s client roster already includes Microsoft Advertising, Samsung Ads, Nielsen, Publicis, Epsilon, and Zeta, among other major adtech players.
Enhancing Data Collaboration
In June, Roqad launched Roqad Link, a secure data collaboration service built on AWS Clean Rooms. The service allows brands to match first-party data against Roqad’s consented ID graph to expand audiences, verify consent, enable cross-device targeting, and measure campaigns—while maintaining full control of their data. Zeotap-Data will be incorporated into the cleanroom ecosystem, boosting scale and accuracy for advertisers.
Zeotap-Data will continue to operate under the Roqad brand as a third-party data provider, with all existing staff retained and an additional 20% headcount planned in the UK and Germany.
