JOLT Launches Spark Intelligence to Bring Audience-Led Planning to U.S. DOOH

JOLT Launches Audience Intelligence for DOOH JOLT Launches Audience Intelligence for DOOH

JOLT is bringing audience intelligence deeper into digital out-of-home advertising with the U.S. launch of Spark Intelligence, a platform designed to help advertisers plan, activate and measure DOOH campaigns around target audiences rather than simply screen locations.

The platform is now available across 65 U.S. designated market areas (DMAs), covering more than 4,750 digital screens across 34 states. JOLT says Spark Intelligence uses more than 2,500 audience segments and 1.5 billion monthly geospatial data points to identify where target consumers are concentrated and inform campaign activation.

The launch reflects a broader shift in DOOH toward data-driven media buying. As digital screens become increasingly addressable and programmatic, advertisers are looking for the same audience targeting, optimization and measurement capabilities they have come to expect from digital media.

JOLT Puts the Audience Before the Screen

Traditional out-of-home planning often begins with geography: advertisers identify locations with high traffic and then infer which audiences are likely to encounter the advertising.

Spark Intelligence reverses that process.

Advertisers start by defining the audiences they want to reach. JOLT’s platform then uses behavioral, purchase and movement data to identify locations and screens where those audiences are most concentrated.

That distinction could be important for brands attempting to integrate DOOH into broader omnichannel media strategies.

A retailer, for example, could use audience and movement signals to identify screens near locations frequented by prospective customers, while a consumer brand could prioritize screens associated with specific behavioral or purchasing patterns.

The technology does not eliminate the importance of location. Instead, it adds an audience intelligence layer to location-based media planning.

From Audience Segments to Campaign Activation

JOLT’s platform is designed to connect audience discovery directly to media activation.

Once target audiences and relevant locations have been identified, advertisers can deploy campaigns across selected screens using formats including video, premium creative, 3D and dynamic triggers.

The company says campaign delivery and creative can also be optimized in real time toward screens and audience segments generating stronger performance.

That creates a workflow closer to performance marketing than conventional outdoor advertising.

Instead of buying a fixed collection of screens and evaluating results after the campaign ends, advertisers can potentially use data throughout the campaign lifecycle—from audience planning through activation and optimization to measurement.

For agencies managing large multi-market campaigns, that distinction can reduce the gap between media strategy and campaign execution.

Measurement Remains the Critical Piece

Targeting is only one part of the equation.

One of DOOH’s longstanding challenges has been demonstrating what happens after an individual encounters an advertisement. Spark Intelligence attempts to address that by connecting exposure with outcomes including store visitation, web activity, brand lift and sales lift.

This is particularly relevant as advertisers demand stronger attribution across offline and online media.

The ability to connect an out-of-home exposure to a subsequent store visit or digital behavior can make DOOH easier to evaluate alongside paid social, search, display and connected TV.

However, measurement remains technically complicated. Audience movement data, exposure modeling and sales attribution rely on methodologies that need to account for factors such as existing customer behavior, geographic differences and other media exposures.

For enterprise advertisers, the quality and transparency of the underlying data will therefore be as important as the targeting interface itself.

DOOH Is Moving Closer to Digital Media Buying

JOLT’s launch comes as the DOOH market increasingly adopts technology associated with digital advertising.

Programmatic DOOH platforms allow buyers to automate inventory selection and campaign delivery, while data providers add audience and contextual signals to traditionally location-based media.

The broader ecosystem includes specialized DOOH platforms as well as major advertising technology companies. Google, Amazon and The Trade Desk have helped establish expectations for data-driven media buying across digital environments, while DOOH platforms are adapting similar principles to physical screens.

JOLT’s approach is particularly notable because its media network is connected to EV charging infrastructure. That gives the company an opportunity to position digital screens within environments where audiences may spend more time than they would encountering conventional roadside advertising.

The result is a potentially valuable combination of physical location, digital screen infrastructure and audience intelligence.

Real-Time Creative Could Make DOOH More Responsive

Spark Intelligence also points toward another development in outdoor advertising: the use of dynamic creative.

DOOH screens can change advertisements based on factors such as location, timing, audience signals or other contextual triggers. When combined with audience intelligence, this can allow advertisers to move beyond a single static creative execution across an entire market.

For example, a campaign could use different creative treatments depending on the audience or location most likely to encounter a particular screen.

That makes DOOH increasingly resemble other addressable media channels while preserving one of its core advantages: high-visibility physical environments.

The challenge is ensuring that the additional data and optimization capabilities translate into meaningful business outcomes rather than simply making campaign management more sophisticated.

What Spark Intelligence Means for Advertisers

For agencies and brands, the main proposition is straightforward: use audience data to decide where DOOH advertising should appear, then measure whether those exposures contributed to business outcomes.

That could make the channel more accessible to performance-oriented marketers who have traditionally viewed outdoor advertising as difficult to target or measure.

The U.S. launch also gives JOLT a larger footprint from which to build audience-led campaigns, with 4,750-plus screens across 65 DMAs.

As DOOH becomes more integrated with programmatic advertising, audience intelligence and cross-channel measurement, platforms that can connect planning, activation and outcomes may become increasingly important.

The bigger industry question is whether audience-first planning becomes the standard for DOOH or remains one differentiated approach among competing media networks.

For now, JOLT is betting that advertisers want to buy audiences first—and screens second.

Market Landscape

The DOOH market is moving toward greater automation, audience targeting and measurement. Advertisers increasingly expect outdoor media to integrate with broader digital campaigns rather than operate as an isolated awareness channel.

Audience intelligence platforms, DSPs and independent measurement providers are helping bridge that gap. At the same time, media owners are investing in dynamic creative and programmatic infrastructure to make physical inventory more flexible.

JOLT’s Spark Intelligence fits directly into this evolution by combining audience segmentation, geospatial data, screen activation and outcome measurement within a single planning framework.

Its differentiation will ultimately depend on the quality of its data, the scale of its screen network and whether advertisers can demonstrate incremental business value from audience-led DOOH campaigns.
