IAB Cross-Channel Measurement Decision Guide IAB Cross-Channel Measurement Decision Guide

The Interactive Advertising Bureau (IAB) has released a Cross-Channel Measurement Decision Guide for public comment, proposing a structured approach to help marketers reconcile conflicting performance signals across marketing mix modeling (MMM), incrementality testing and attribution. Developed through Project Eidos, the initiative aims to connect measurement evidence more directly to advertising budget allocation and campaign optimization decisions.

The comment period runs from October 20 through November 4, 2026. The guide is intended for marketers, agency teams and measurement partners navigating situations where different measurement methods produce inconsistent conclusions about the same campaign.

Rather than beginning with available metrics, the framework starts with the business outcome and decision, then identifies the measurement question, appropriate methodology, supporting evidence and resulting action. This decision-first approach addresses a persistent challenge in digital advertising: a channel may report strong attributed return on ad spend (ROAS), while an incrementality test finds less evidence that the advertising generated additional results.

Three Components Connect Measurement to Decisions

IAB’s proposed framework consists of three connected resources.

The Decision Guide establishes a sequence that moves from business outcomes to decisions, measurement questions, methods, evidence, interpretation and action. Its purpose is to help teams select measurement approaches based on what they need to determine rather than relying on whichever metrics are easiest to obtain.

The Decision Navigator applies that sequence to common planning scenarios, including allocating budgets across channels and evaluating whether advertising investment creates incremental value. It helps users assess which methods fit a particular question and how to interpret evidence when results disagree.

The Measurement Reference Library provides metric definitions and supporting context to help users understand the evidence referenced by the other two components.

Together, these resources are designed to make measurement more actionable for planning and optimization teams. They do not position MMM, incrementality testing or attribution as a universal winner. Instead, the framework emphasizes matching methods to decisions and understanding the limits of the conclusions each method supports.

Why Cross-Channel Measurement Matters for AdTech

Advertisers increasingly need to evaluate campaigns across fragmented media environments, where platforms, channels and measurement providers can use different methodologies and attribution rules. A platform’s reported conversions may help describe observed performance, but they do not necessarily establish how many outcomes would have occurred without the advertising.

MMM can help assess the contribution of marketing activity across channels, while incrementality testing evaluates the additional effect associated with an intervention. Attribution assigns credit to touchpoints according to a particular model. These methods address related but distinct questions, so their results may differ without any single metric necessarily resolving the investment decision.

IAB cites its 2026 State of Data Report, saying 60%–75% of marketers report shortcomings in advanced measurement across dimensions such as rigor, timeliness, trust and efficiency. The figure is attributed to IAB’s research and reflects the organization’s account of the findings.

For advertisers and agencies, a common decision framework could support more consistent discussions about budget shifts, channel effectiveness and the need for further testing. For measurement providers, it may also encourage clearer explanations of methodological assumptions, evidence quality and appropriate use cases.

However, a decision framework cannot eliminate underlying data gaps, inconsistent definitions or uncertainty in causal estimates. Its usefulness will depend on how clearly the final guidance explains method selection, evidence interpretation and the circumstances in which additional calibration is necessary.

Public Feedback Will Shape the Final Framework

IAB is seeking feedback on whether the guide reflects real-world planning decisions, whether its recommendations remain useful when measurement results conflict, and whether its scenarios are realistic for day-to-day marketing operations. The public-comment period gives industry participants an opportunity to identify gaps before the guide is finalized.

The initiative’s practical value will depend on adoption by advertisers, agencies and measurement partners, as well as the clarity of the final recommendations. If the framework helps teams distinguish attributed performance from incremental impact and connect both to specific business decisions, it could provide a shared foundation for more disciplined cross-channel investment planning.

Top Insights

  • Decision-first measurement: IAB’s guide starts with the business decision, then identifies the methods and evidence needed to inform it.
  • Three complementary methods: The framework covers MMM, incrementality testing and attribution without treating them as interchangeable.
  • Three-part structure: A Decision Guide, Decision Navigator and Measurement Reference Library support method selection and interpretation.
  • Industry feedback window: Public comments are open through November 4, 2026.
  • AdTech implications: The initiative could help advertisers and agencies make more consistent investment decisions when platform-reported results conflict with incrementality findings.
