The Out of Home Advertising Association of America (OAAA) has launched a Technical Advisory Council (TAC) to address shared technology challenges across the out-of-home (OOH) advertising industry, with priorities spanning inventory standards, programmatic transactions, campaign measurement and integration with other digital media channels.

The council brings together technology and digital operations leaders from major OOH media owners to develop practical frameworks and technical recommendations. Its remit covers both static and digital inventory, as well as direct and programmatic buying, positioning interoperability and workflow automation as central priorities for the industry.

The initiative targets a persistent challenge for OOH advertising: connecting media owners’ inventory and operational systems with the planning, buying, delivery and measurement platforms already used by advertisers and agencies.

OOH Technical Council Targets Interoperability

OAAA says the council will focus on common technical requirements that individual media owners may otherwise address independently. Initial work will cover data definitions and taxonomies, transaction automation, reporting and attribution, omnichannel integrations, and emerging technologies such as agentic AI.

Planned deliverables include consistent inventory and venue classifications, application programming interface (API) specifications for connecting OOH inventory to planning and buying platforms, and protocols supporting automated workflows from campaign planning and ordering through proof of performance.

The council will also examine interoperable approaches to impression verification and attribution across formats, alongside technical standards that connect OOH with channels such as retail media and connected TV (CTV).

Ian Dallimore, vice president of digital growth and general manager of programmatic at Lamar Advertising Company, will serve as the inaugural chair. Founding members represent media owners including Orange Barrel Media, JCDecaux North America, Adams Outdoor Advertising, OUTFRONT Media, Clear Channel Outdoor, Intersection, Branded Cities and Interstate Outdoor.

The council plans to establish working groups in which participating companies’ technical specialists can develop recommendations and resources for broader industry adoption. OAAA has not announced a delivery timetable for specific standards or confirmed which proposals will become formal specifications.

Market Landscape: Programmatic OOH Needs Common Technical Foundations

As OOH inventory becomes increasingly connected to digital advertising workflows, media owners, agencies and technology providers need consistent ways to describe available placements, transmit campaign orders and report delivery.

Differences in data structures, venue classifications and reporting methods can add complexity when buyers plan campaigns across multiple operators or combine OOH with other media. Common technical frameworks could reduce integration work and make cross-platform campaign management more consistent.

For programmatic buyers, standardized interfaces and transaction workflows could make OOH inventory easier to access through existing buying systems. More consistent reporting and verification could also help advertisers evaluate campaign delivery across static and digital placements, although shared standards alone would not guarantee comparable measurement or attribution.

The council’s focus on retail media and CTV integrations reflects a broader push to coordinate advertising operations across channels. However, the announcement does not establish that the proposed standards will use any particular existing industry specification or that participating companies have committed to a unified technical implementation.

Strategic Outlook: Automation and Agentic AI

The TAC will coordinate with OAAA’s Programmatic & Automation Center of Excellence, which focuses on programmatic growth, automation and connections between OOH and the systems used by agencies, brands and technology partners. The council has a broader technical mandate across the full OOH business, complementing the center’s work.

Agentic AI is among the emerging technologies included in the council’s initial priorities. Common inventory definitions, APIs and workflow protocols could provide useful foundations for AI-driven planning and buying systems that need structured data and reliable ways to execute tasks across platforms.

For media owners, the near-term test will be whether the council can translate shared challenges into standards that companies actually implement. For advertisers and agencies, the potential benefit is less friction when planning, purchasing and measuring campaigns across multiple OOH operators.

The launch establishes a forum for industry coordination, not a completed standardization program. Its impact will depend on the technical recommendations produced, adoption across media owners and integration with the wider advertising ecosystem.
