Blis has released The New Audience Foundation: Why Carrier Data Is the Future of Audience Strategy, a white paper exploring how U.S. marketers can build audience strategies around signals that are less dependent on individual platforms, devices or digital environments.

The report draws on research conducted by Sapio Research and commissioned by Blis. Among 200 U.S. marketers surveyed, 54% identified data accuracy or representativeness as a leading obstacle to audience targeting. Another 67% agreed that many audience datasets rely on siloed signals, potentially leaving advertisers with an incomplete view of the customer journey.

Those findings point to a familiar problem in advertising technology: more data does not necessarily mean better targeting. Advertisers increasingly need signals that can connect fragmented behavioral information while remaining usable within privacy-conscious media environments.

Blis argues that carrier data could provide one such signal. Because mobile carriers operate across connectivity and device ecosystems rather than a single advertising platform, carrier-derived insights can potentially contribute information spanning digital engagement and real-world behavior.

In the U.S., Blis serves as the exclusive omnichannel activation point for T-Mobile’s carrier insights. The company says these privacy-centric signals can be converted into audience intelligence for targeting, activation and measurement across advertising channels.

The survey covered 400 senior marketing decision-makers across the U.S. and U.K., including 200 U.S. respondents responsible for digital advertising and programmatic investment.

Carrier data does not eliminate the need for other identity, contextual, first-party or behavioral signals. Instead, its potential role is as another layer in an increasingly diversified audience-data stack.

For advertisers and agencies, the practical question will be whether carrier-derived intelligence can improve audience accuracy and measurement without compromising privacy expectations.
