HP is expanding its advertising technology footprint around PC-based streaming, with Magnite becoming the primary video ad server and a programmatic technology provider for HP TV+, the company’s free ad-supported streaming TV (FAST) environment for personal computers. The integration gives advertisers programmatic access to HP TV+ banner and video inventory while connecting those placements with consent-based audience intelligence derived from PC usage.

The partnership brings Magnite’s omnichannel advertising infrastructure into HP TV+, creating a technology layer for ad serving, programmatic activation and audience curation. For HP, the move is part of a broader effort to build HP Media Network into an advertising platform spanning its PC ecosystem.

Unlike conventional connected-TV environments, HP TV+ is designed around a personal computer, where streaming can take place alongside browsing, research, shopping and other digital activity. That creates a different advertising proposition: the screen displaying the content can also be the device where a viewer immediately investigates or acts on an advertisement.

Magnite says HP Media Network will use its ClearLine Curation technology to make consent-based audience intelligence available for programmatic activation. Buyers can access nearly 100 predefined audience segments or create custom segments using insights from more than 1,200 PC applications and 300-plus consent-based usage attributes.

That combination puts first-party audience data and premium video inventory closer together in the supply-side workflow. HP’s own media network describes its audience intelligence as being based on consent-based first-party device telemetry rather than cookies or third-party identifiers.

Why PC-Based FAST Matters to AdTech

The development reflects a broader convergence between CTV, programmatic advertising and device-level media networks. FAST platforms have traditionally been associated with connected TVs and streaming devices, but PC-native streaming introduces a more interactive environment.

For advertisers, that could make HP TV+ relevant to campaigns where video exposure and subsequent digital activity occur on the same device. It also gives HP another way to monetize its installed PC ecosystem without limiting advertising to traditional on-device placements.

The partnership fits Magnite’s wider strategy of connecting premium supply, audience data and programmatic activation through ClearLine. The company has also been expanding its infrastructure across CTV, linear television and other formats, including unified programmatic access to AMC Global Media inventory.

For enterprise media buyers, the important consideration will be how HP’s consent-based signals perform against other audience-data sources and whether PC-native streaming can deliver incremental reach and measurable outcomes beyond conventional CTV inventory.

The deal therefore represents more than another FAST distribution partnership. It positions the PC itself as a media environment, combining streaming inventory with first-party device intelligence and programmatic buying infrastructure.

Market Landscape

CTV remains a major growth area within Magnite’s business. In its first-quarter 2026 results, the company reported that CTV contribution ex-TAC grew 30% year over year to $82.3 million, representing more than half of total contribution ex-TAC for the quarter.

At the same time, media owners are increasingly using first-party data to differentiate inventory. Magnite’s ClearLine platform is designed to combine premium supply with audience data, while HP Media Network says its ecosystem reaches 76 million PCs globally, with more than 1,200 applications contributing to audience insights.

The HP TV+ arrangement sits at the intersection of these trends: FAST inventory, programmatic supply, first-party device signals and omnichannel audience activation.
