Connected TV advertisers have more contextual data than ever, but much of that information remains difficult to activate at scale. Wurl is attempting to close that gap with its new Content Intelligence Platform, which connects streaming content signals with demand-side platforms (DSPs) so advertisers can use richer contextual information when targeting and buying CTV inventory.

CTV advertising has moved beyond broad audience segments, but the industry’s ability to understand the content surrounding an individual impression has not always kept pace.

Wurl’s new Content Intelligence Platform is designed to address that problem by enriching CTV bid requests with contextual information before they reach a DSP. The company says the platform provides access to more than 140 billion signal-rich CTV impressions each month, representing more than 70% of the ad-supported streaming ecosystem.

The idea is straightforward: give programmatic buyers more information about what viewers are watching at the moment an advertising opportunity becomes available.

Instead of a bid request identifying only a broad program or channel category, contextual signals can provide additional information about the content, scene, suitability or other characteristics surrounding the impression. That can help DSPs make more precise decisions about which inventory fits a campaign.

Wurl’s position in the streaming supply chain is important to the proposition. The company operates infrastructure supporting FAST channels and says it has visibility into more than 5,000 channels. That upstream access allows it to associate content with corresponding advertising opportunities and pass enriched signals into the programmatic bidstream.

The platform also brings together signals from several technology partners. Wurl has integrated KERV, whose technology can provide object-level recognition and ad-break targeting, and Peer39, which supplies contextual, suitability, fraud and media-quality signals. The company also has an existing relationship involving Viant and IRIS.TV for scene-level CTV targeting.

For DSPs, the appeal is partly operational. Rather than building separate integrations for every contextual provider and supply source, Wurl is positioning itself as a consolidated connection to signal-rich CTV inventory.

The platform is already being integrated with Yahoo DSP, StackAdapt and Viant, according to Wurl.

This comes as CTV buyers continue to contend with fragmentation. AdExchanger has reported that advanced CTV targeting requires increasingly large and varied datasets, while data accuracy and interoperability remain significant industry challenges.

Wurl’s approach is therefore less about introducing another audience segment and more about changing where contextual intelligence enters the buying workflow. By placing signals directly into the bidstream, contextual information can become actionable during media selection rather than being used only for post-campaign analysis.

There are potential implications for both targeting and brand suitability. An advertiser could seek inventory associated with particular themes, moments or content characteristics, while DSPs can use quality and suitability signals to filter supply.

Wurl also says DSPs can use its taxonomy to create their own contextual products, while its viewership intelligence can provide audience signals connected to particular content, seasonal events and advertiser categories.

The competitive landscape includes contextual providers, CTV exchanges, DSPs and independent measurement companies. Wurl’s differentiator is its combination of streaming supply access, FAST infrastructure and contextual enrichment.

For advertisers, the practical question will be whether richer signals translate into better campaign performance without adding another layer of complexity. If interoperability works as intended, contextual targeting could become easier to scale across fragmented CTV inventory rather than remaining a collection of isolated integrations.

Market Landscape

CTV has long faced a paradox: streaming provides digital-style addressability, but its fragmented supply ecosystem makes consistent targeting, measurement and data activation difficult. Industry discussions have repeatedly identified interoperability as a major requirement for making advanced TV advertising work at scale.

Wurl is addressing one part of that problem at the supply and bid-request layer. Its platform connects contextual providers with streaming inventory and gives DSPs a more standardized route into enriched CTV supply.

The model also reflects a wider move from demographic targeting toward content-level and scene-level contextual advertising. Rather than asking only who is watching, advertisers can increasingly ask what is happening on screen and whether the surrounding content is appropriate for a particular message.

That shift could become more important as privacy constraints reduce reliance on individual-level signals. Contextual data does not require advertisers to know everything about a viewer to make a decision about the relevance of the media environment.

The challenge remains scale and signal quality. CTV buyers need consistent taxonomies, transparent supply paths and reliable data if contextual targeting is to deliver meaningful improvements across campaigns.
